I always suggest the Dominican Republic. It is absolutely GORGEOUS there, very tropical, and the people are pretty darn friendly (at least they were when I was there five years ago). Puerto Plata on the north side of the island has absolutely lovely views and San Pedro de Macoris has a view of some of the bluest water I have ever seen in my entire life. I am hoping to be able to go back some time.
There is a resort near Puerto Plata that had a lot of different activities kids could do, if I remember correctly, and there were local merchants who walked the beaches with jewelry and things for sale and really decent prices. There are some good restaurants in Puerto Plata, itself, and if I remember correctly the prices were pretty great. Even tickets down weren’t too terribly priced, but that depends on where you fly from.

Then if you are trying for something tropical with beaches and should cost less. I would suggest you Lakshwadweep India. This destination would completely fit your requirement and would surely be in your budget. Another destination that you can try within India is Kerala. You can take help from HELLOTRAVEL for planning your trip as I planned my India trip with it and it was an incredible experience. I got answered by not but 4 travel agents and I had the choice to select the best travel plan, travel agent within my budget.

How about a Spanish speaking scuba diving school in Thailand? They are very friendly over there. Nice tropical beaches, palm trees, great scuba diving, colorful coral reefs, diving courses and probably much cheaper than the Caribbean.
